The book "Pro et contra stava - Comparison of American and Bosnian-Herzegovinian policies" was published by the Faculty of Political Sciences in Sarajevo, a new work by the author prof. Ph.D. Nermine Mujagic. This manuscript is the result of research that Professor Mujagić, a full professor at the Faculty of Political Sciences of the University of Sarajevo, conducted as part of a Fulbright scholarship that she realized in the academic year 2019/2020 in Ohio, at Antioch College in Yellow Springs and Wittenberg University in the United States of America. States.
Given the socio-political circumstances in which we find ourselves, this is more than a topical read. Academician Mirko Pejanović, vice president of the Academy of Sciences and Arts of Bosnia and Herzegovina, assessed that Professor Mujagić's book represents a "multiple contribution to the development of critical political thought in Bosnia and Herzegovina in the sphere of assumptions for the development of democracy in Bosnian society." "The critical views of scientific researchers in both the USA and Bosnia and Herzegovina, as well as the critical opinions of citizens included in the sample regarding the treatment of the Dayton Constitution in this book, are reduced to one point. The question arises whether it is possible to get out of the shackles of the Dayton Constitution, which suppressed the plural civil-interest sphere of expression of citizens' interests in Bosnia and Herzegovina society, and in that place, constitutional provisions incorporated an ethnonational structure with a monopoly to manifest and articulate collective national interests at the entity and state level organization of the state of Bosnia and Herzegovina," said academician Pejanović. As underlined by academician Pejanović, viewed as a whole post-Dayton era, the author critically questions how and to what extent the constitutional framework—based on the Dayton Constitution—limited the possibility of establishing and developing parliamentary democracy on the liberal-democratic concept of managing society in the past twenty-five years in Bosnia and Herzegovina. .
The book by Prof. Mujagić was called "a rare endeavor in our political theory" by the respected Sarajevo professor emeritus Esad Zgodić. " In the form of concise interpretations and presentations, and speaking concisely, in sublimations, in condensations, or in the form of summarization belongs to the virtues, and relying on meritorious authors, he presents the fundamental ideas of the American Constitution makers and the Republic (Mujagić) and describes controversial and conflicting historical circumstances within which shaped those ideas—ideas with which the constitutional revolution took place on American soil. (...) Seeking, as he says, "a straw of salvation for BiH, at least on a theoretical level..." and considering, at the same time, that "the democratization of constitutional democracy is necessary in BiH..." With this idea, the author will base the criticism of the Dayton Constitution, which in her opinion is peculiar, first of all, on the reception," wrote, among other things, in the review Prof. Zgodić, added: "No matter how much it belongs to beautiful souls who are fascinated by ideal politics or moral politics in the middle of the icy sea of realpolitik, we follow it - the ethics of personalism, pro-libertarian civic ethos, civic, polyarchic and polyphonic democracy, axiology of civil society and apologia of human rights: that, I will say, constitutes an a priori or a circle of axiomatic values within which her critical thought moves and within which that thought confronts the collectivist culture in Bosnia and Herzegovina from a distance and in the end with opposition - a culture that is getting serious, let's say so. in the form of fanatical ethnocentrism, naciocratic and, in addition, pro-nationalist collectivism". Mr. Amel Petović pointed out that Professor Nermina Mujagić has special energy with which she elaborates political science topics. "Reading this book, I felt the energy that Professor Mujagić permeates throughout her academic journey. On the one hand, it is an emancipatory form of writing, which demystifies key political terms that are trapped somewhere in the rut of time, and on the territory of Bosnia and Herzegovina, these terms are most often captured by ethno-nationalist discourses and behavioral matrices. On the other hand, there is an established academic style of writing with clear and accurate argumentation, which, with the subjectivization of undeniable facts, fulfills all methodological requirements. This book will find its way to all important world libraries because with this book a stamp was put on a historical period that marked the existence of Bosnia and Herzegovina as an independent state," said Petrović.
In an interview with the Radiosarajevo.ba portal, Prof. Mujagić thanked the Faculty of Political Sciences, which as a publisher recognized the value of this text, which primarily deals with the analysis of constitutional policies in America and Bosnia and Herzegovina. "Believing that the construction of the constitution is a far more complex process than the adoption of the constitution itself, I compared something that at first glance is incomparable. Through a deep analysis of documents that shaped modern constitutional thought, such as e.g., Federalist writings, I realized that the different historical context of the USA concerning BiH offers a wealth of inspiring ideas that can contribute to strengthening the principles of freedom and individual rights in BiH," she explained. Considering the strong influence of America on the creation of the institutional framework in Bosnia and Herzegovina, the theoretical research is also supported by empirical ones because the citizens of Bosnia and Herzegovina were allowed to speak openly about how they experience, understand, and interpret the Constitution of Bosnia and Herzegovina. "The state is seen as a place that needs to be regulated efficiently, and the role of international actors is considered unprincipled. I am happy, of course, that there is interest in translating the book into English and promoting it in the USA. Of course, the promotion will be first here in Sarajevo, at the beginning of September. Bosnia is my base, and I carry the 'emotional thorns of injustice towards Bosnia' wherever I teach. I have tried to dissolve it through this book, addressing the key issues in the countries of liberal democracy. Time will tell if I succeeded in that," Professor Mujagić concluded.
Nermina Mujagić was born in 1974 in Višegrad. She is a full professor at the Faculty of Political Sciences of the University of Sarajevo. The fields of her research are: social and political conflicts, mythology, culture of human rights and civil society, civic virtues, media, and democratization of the public sphere. She has several co-authored works and publications that are the result of many years of work in numerous domestic and international research projects. Her scientific and professional works have been published in various domestic and foreign journals. She is a member of the Political Science Committee of the Academy of Sciences and Arts of Bosnia and Herzegovina and the Bosnian-Herzegovinian-American Academy of Arts and Sciences (BHAAAS).
